The minutes of a regular meeting of the Borough of Pine Hill, County of Camden , State of New Jersey , held on April 14, 2008 . The meeting was called to order by
Mayor Costantino at 7:30pm , followed by the Pledge of Allegiance.
Mayor Costantino called for a moment of silence for Mr. Como's mother who recently passed away.
The clerk stated that the notice requirements provided for in the “Open Public Meetings Act” have been satisfied. Notice was properly given and transmitted to the Journal, Berlin, New Jersey and the Courier Post Newspaper, Cherry Hill, New Jersey, posted on the bulletin board in the Borough Hall and on file with the Borough Clerk of the Borough of Pine Hill all on January 8, 2008.

Mr. Warrington directed attention to our new K-9 Dog “Cliff” and his handler Patrolman Christopher Witts. Police Chief Cheeseman stated that on his first and second nights Cliff was able to assist in apprehensions. Mrs. McCullen requested a picture of Cliff to show the school children.

Mayor Costantino Appoints the following:
Mr. Raymond Hallworth – Class II – Term to Expire 12/31/2009
Mr. Leslie Gallagher, Sr. – Class IV –Term To expire 12/31/2008
Mr. Charles Reilly – Alternate #2 – Term to Expire 12/31/08
Motion to approve the appointments to the Planning Board made by Mr. Warrington, seconded by Mr. DelRossi. On voice vote motion carried.
COMMITTEE REPORTS:
COUNCIL DISCUSSION:
Mr. Warrington Brought up the issue of putting the Borough and Planning Board minutes on the web page. Spoke to Mr. Carlamere (Planning Board Attorney), and they agreed to put the Memorializing Resolutions on the web page. Agenda's also on the web.
Demonstrate to the public that our government is open.
Mrs. McCullen questioned if this would replace the Borough Newsletter. Mr. Warrington replied that it is more cost effective to put the information on the web page and it reaches the younger population. Mayor Costantino agrees except that he is in favor of the Packet because it reaches all the residents.
Motion to place the Agenda to the web page made by Mr. McGlinchey, seconded by Mr. Warrington. On voice vote motion carried.
Mr. DelRossi questioned the e-mail process. Mr. Kearney explained the Open Public Meetings Act. There is an abundance of caution. Mr. McGlinchey spoke of an issue that came up, when to abstain. Any one can abstain.

Public Hearing April 21, 2008 to consider an amendment to the Redevelopment Area -
Hickstown Road .

2008-61 Authorize the Proper Officials to Execute the Agreement with the Governor's Council on Alcoholism and Drug Abuse. ($11,261.00)
2008-62 Authorize the Proper Officials to Execute a Three Year Cooperation Agreement with the County of Camden (CCCDBG) Years 31, 32 & 33.
2008-63 Authorize the Proper Officials to sign the Project Description Form for Program Year 30 (CCCDBG - 2008-2009).
Whereas, the Borough of Pine Hill is entitled to Community Development Block Grant Funding; and
Whereas, the Mayor and Council have chosen to submit an application for program Year 30 (2008-2009); and
Whereas, the grant allocation for Year 30 (2008-2009) for the Borough of Pine Hill is
$ 58,480.00; and
Whereas, the Governing Body has agreed to apply for funding for the following activity/s
Location North side of 7 th Avenue between Erial and Branch Avenues and the West side of Branch Avenue from the north side of Forrester Avenue north to Blackwood Clementon Road
Description Design and install curb and sidewalk and associated landscape, driveway, and miscellaneous improvements at the project locations stated above.
NOW THEREFOR BE IT RESOLVED , by Mayor and Council of the borough of Pine Hill, That the Mayor is hereby authorized to sign the Project Description Form for Program Year 30 (2008-2009).

14. PUBLIC DISCUSSION:
Mayor Costantino opened the floor to the public.
Mr. William Heriegel – 19 Melrose Drive – Heard redevelopment rumors of apartments on Hickstown Road . Mayor Costantino responded that the developer will be in next week to explain his reasons for the zoning change. The rumor that the units will be low income is not true. The Lakes at Pine Hill is still in the works. The project on Osborne Avenue is moving forward
Mr. Michael Spencer – 1036 Crest Road – Would like to see the Agenda on web page.
Mr. Warrington said we will try for noon on the day of the meeting. CCCDBG – Sidewalks on Branch Avenue .
Ms. Sharon McDowell – 32 Terrace Avenue – Questions concerning Senior Housing on Osborne Avenue . Mayor Costantino said some time back they received approvals for 55 years and older. Ms. McDowell has concerns over traffic. Mr. Green stated that the developer is required to install sidewalks. Mayor Costantino explained that we struggle to keep the local tax rate down and these developments help to offset increases.
Mr. Chudomelka – 8 Franklin Ave – Agenda on the day of the meeting. Would like information sooner. Put the Agenda on the sign at Veteran's Park. Mr. Warrington and the Mayor explained that the agenda changes up until the actual business meeting and we would like to have it as complete as possible to present to the public. Chief Cheeseman stated that it is not an easy task to change the sign. It can take several hours and cause a traffic concern.
Mr. Spencer – 1036 Crest Road – Post draft on Friday. The agenda can change up to the meeting. Taxes going up for the last three years. If housing is not designated for Seniors than the school portion of the tax dollar will increase. Mayor Costantino stated that all questions will be answered by the developer at the Town Meeting. Mr. Spencer requested copies of the last approved minutes of the Planning Board. They will be provided to him.

15. COUNCIL REPORTS:
Mr. Como No Report
Mr. Warrington Recreation Commission has two applications for the use of the Bowen Field. Working with Mr. Como for the 4 th of July Parade. Working with the Police Chief and Mr. DelRossi on energy conservation.
Mr. DelRossi On the subject of “Going Green” you will no longer be getting the plastic bags at the market. Recycling is very important for the environment and the future of our children.
Mrs. McCullen Working on the Recycling Report, Environmental Commission – essay contest for the school children. Properties of the month will begin in May. Middle School – Mock Election, children will campaign. Bean School will visit the borough offices and the Police Department on May 15, 2008 , Glenn School on June 11, 2008 . Also, there will be an anti-littering and recycling assembly at the schools. Mr. Hallworth will wear the costume again this year.
Mr. Green No Report
Mr. McGlinchey DEP annual inspection at the Public Works Department. We were expecting problems, however, at the end of the inspection we did very well. They said Mr. Buchanan should be submitted for an award through their office. The sale of the buildings ( Clearview Ave & 7 th Ave ) was not approved for the use variances so the deposit monies will need to be returned. The Mayor presented possible options. Discussion followed.
